This strategy involves uniting five previously unrelated properties under a common name, Bellwether Communities, with the shared purpose to safeguard affordable housing and stabilize existing communities.

Partnering for Preservation
Originally called “Preservation Project,” the City of St. Paul HRA and Phoenix Development joined together to implement an innovative strategy for revitalizing and safeguarding existing affordable housing properties in St. Paul. The City awarded an allocation of 9% tax credits to fund the repairs and modernization of the properties, with renovations ranging from bathroom and kitchen upgrades to installing solar panels.
Now the lives of these vital apartment properties have been extended and their affordability recommitted to, benefiting residents with refreshed environments and the stability of an affordable home they can count on.
